Making of Development Strategy of Local Government in BiH

Leading municipal adminstrations in Bosnia and Herzegovina, together with governmental and nongovernmental organizations that achived significant results in the development of local administration, formed the Partners’ Group for Development of Local Government in B&H at the meeting they held in Banja Luka, December 22.
The establishment of the Partners’ Group is one of the first and most important steps of the “Making of Development Strategy of Local Government in B&H” Project, initiated by EDA development agency from Banja Luka and supported by the Open Society Fund B&H and the SDC/Intercooperation. The chief outcome of the project should be a unified strategy for development of the local government in the country, created by the leading domestic experts and practitioners, led and completely supported by the leading municipalities and organizations and accepted by the relevant national and international institutions in Bosnia and Herzegovna. The founding of the Partners’ Group was supported by the City of Banja Luka; Municipality Centar-Sarajevo; municipalities of Derventa, Gracanica, Gradacac, Jablanica, Laktasi and Tesanj; nongovernmental organizations EDA-Banja Luka, Centre for Civil Initiatives – Tuzla, Centre for Promotion of Civil Society – Sarajevo, and the Development and Employment Fund of the Republic of Srpska. The Municipality of Trebinje and the Sustainable Development Fund of the BH Federation couldn’t participate in the constitutional meeting due to other urgent obligations. The members of the Group agreed that the making of the Development Stragety and securing its official adoption should remain the priority of their work. It should establish a completely new approach in the politics and practice of creation of local level solutions in B&H, which will give the key roles to the most interested and competent actors. A team of domestic experts and practitioners that have achieved prominent results in the development of the local government in B&H, is engaged on the preparation of analyses and creation of strategic plan. According to the expectations, the strategic plan should be completed by November 2005, the implementation and action plan should be finalized by March 2006, and the overall complete Development Strategy of the Local Government should be adopted by the relevant national and foreign institutions by November 2006. Dragoljub Davidovic, Mayor of Banja Luka, was nominated for the seat of the President of the Group, with Fadil Sero, director of the Centre for Promotion of Civil Society from Sarajevo nominated for the position of Vice-President. The project is led by Zdravko Miovcic, Director of the EDA development agency from Banja Luka. The founders of the Partners’ Group invite all other municipalities, institutions, organizations and individuals interested in the development of the local government in Bosnia and Herzegovina to join the partnership and take active participation in the process of creation of the Development Strategy. |
