Draft Law on Financing of Political Parties Presented
The Draft-Law on Financing of Political Parties was discussed last Monday (September 11), at a conference held at the Croatian Sabor (the parliament). The conference, organized by OSCE Mission to Croatia and the Central Administrative Office, with assistance from Transparency International Croatia and GONG was opened by Sabor Speaker Vladimir Seks, Prime Minister Sanader and Jorge Fuentes, Head of OSCE Mission to Croatia.
In his address to the participants, Ambassador Fuentes greeted the preparedness of the Government and the Sabor to hold a public debate on the Draft-Law.
"The fact remains that the debate on the draft Law is such a thorough and all encompassing process that will provide for achievement of high level of consensus during its adoption”, said Fuentes.
Prime Minister Sanader said that this Law will secure full transparency of financing of political parties and emphasized that it is a part of Government’s strategy against corruption.
"We are determined to fully implement the principle of rule of law in all segments of Croatian society”, said Sanader.
Vladimir Seks, Speaker of the Sabor, emphasized that the Draft-Law is extremely important in Croatia at this moment in time.
"Such a law is unavoidable step, both in terms of national politics and in terms of international relations and obligations”.
Antun Palaric, Secretary of State, talked on the behalf of the Central Administrative Office and added that Croatia needs complete and transparent Law on Financing of Political Parties to eliminate even the smallest hint at corruption.
Participants in the conference agreed that the draft-Law still needs some work – solve the issue of financing of election campaigning; identify measures to prevent excess financing and mechanisms for independent and professional monitoring.
