Zelena Akcija: Remarks on Zagreb’s Urban Plan

On May 10, 2007, Zelena akcija environmental association, with the support from the Right to a City initiative, submitted its remarks on certain provisions of the Decision to Adopt the General Urban Plan (GUP), related to the borough of Donji Grad, to the Zagreb Bureau of Spatial Planning.

The remarks were prepared by the Urban Planning Council of Zelena Akcija, based on independent expert opinions and the demands listed in a petition signed by more than 50,000 citizens.

Their starting points are in the PROTECTION of physical and social structure of Donji Grad, the existing morphology and diversity of contents it offers, as well as the value of real estate of current residents. This urban, cultural and historical heritage, as foundation for the identity of Zagreb, is invaluable to all its citizens.

The necessary systemic SANATION of Donji Grad would require a city legislation to regulate the methodological approach, democratic procedures, property rights and financing system. The said remarks were designed to improve the GUP provisions in such a manner to prevent construction and development that would bring into question the protection and conservation of Donji Grad.

In addition to being incomplete and inconsistent, certain rules leave space for “different interpretations” and “exceptions”, which leads to procedural improvisation and potential abuses of the plan. Therefore, Zelena Akcija proposes unambiguous and clear provisions that need to be implemented in the Decision on Changes in the GUP.

First of all, a distinction should be made between predominantly completed and incomplete blocks, regarding the different treatment they receive in terms of definition of urban planning rules.

Construction and development in predominantly incomplete blocks should be implemented on basis of public competition for urban and architectural solution, and the capacity should be calculated by using a quotient of utility no greater of 3,0 (3000 square meters of construction to 1000 square meters of construction land).

The predominantly complete blocks needs distinction between construction on lots with direct street access and inner yard construction, demanding eminently different rules.

Traffic access to Donji Grad should be improved primarily through public transportation, with radical reduction of automobile traffic and expanded pedestrian zones and paths reserved for bicycles. It would be important, therefore, to maintain the current prohibition of construction of public garages within the limits proposed by the current GUP.

The proposed interventions prevent conflicts of interests between investors and current residents, and improve social, environmental and economic conditions for protection and conservation of historical centre of Zagreb.

Zelena Akcija also proposes, having in mind that the urban problems of Zagreb are not related exclusively to Donji Grad, that a completely new urban plan for the city of Zagreb is adopted, in line with the latest trends in the field of urban an spatial planning.
