SOS Phone Nikšic Listens to Objections of the Local Authorities
The SOS Phone Nikšić organized, last Tuesday, November 13, the second meeting with representatives of local institutinos, to discuss the implementation of documents for improved status of Roma minority on local level.
For the first time in Nikšić, the local administration representatives reviewed the level of implementation of adopted strategies, legislation and action plans designed to improve the status of the Roma minority in the local community.
THey emphasized that the adopted documents were rather ambitious and not aligned to local situations. They lack clear definition of funding for certain activities, and the implementation is unsynchronized and lacks organization.
Strategies and legislation is adopted rather formally, without prescribed sanctions for non-implementation, which results in unwillingness of institutions to take full responsibility for the implementation.
At the same time, the Roma minority remains uninformed, uneducated, with underdeveloped social awareness, lacking capacities to pressure social entities obligated to secure their guaranteed rights.
The local administration representatives have located the solution in better networking of national and local institutions, promotion of penal policies, reorganization of institutions, annual budget lines dedicated to improved status of the Roma, and programme for socialization of the general population aimed to reduce the ethnic distance between Roma and non-Roma population.
