NGOs Call on City Assembly to Renounced Changes to the Urban Plan

The Zelena akcija (Green Action) environmental organization and Right to a City initiative submitted yesterday, November 27, a City of Zagreb Transport and Traffic Policy to the City Assembly, with an appeal to vote against the proposed changes in the General Urban Plan that would allow for construction of new public garages in Lower City (Donji grad).

The Document, Priority Transport Problems of the City fo Zagreb: Public Transport or Public Garages? offers the theoretical background to various parking system policies, offers solutions for reduction of use of automobiles, presents the experiences of several European cities, and offers solution for the prevalent problem with available parking space in Zagreb.

- The City administration intends to spend hundreds of millions of Euros to build garages in downtown Zagreb, and then spend similar amount on seven tunnels that would pass under Lower and Upper City, to solve the problems that the public garages will create in the first place, accuse the two organizations.

To get to a true and lasting solution, the City needs to improve the mass public transportation system, build the necessary cycling infrastructure, build such public garages on the outskirts of the Lower City, as defined by the existing Urban Plan, and develop the Park and Ride system.
