Citizens of Sarajevo Demand Explanation on Budget Spending
The Citizens of Sarajevo informal group started a public campaign designed to inform the citizens about the detected violations of ethical and legal norms and manipulations related to spending of public funds and the City Budget.
- The Government of the Canton of Sarajevo tries to hide these facts by avoiding releasing them to the general public and publishing them on its portal, `packing` them in technical gobbledigook that most people who are not experts in the field can`t really understand, say the Citizens of Sarajevo.
The campaign will be implemented in a series of open letters to the Government and Prime Minister of the Canton, demanding public presentation of reports and explanations of various facts presented on the Government`s web-portal, with the aim to inform the public with the discovered foul-play related to public spending.
In an open letter sent to the highest offices of the Canton and the BH Federation, as well as to OHR Miroslav Lajčaku, Citizens of Sarajevo ask the Prime Minister Samir Silajdžić for an explanation for the spending of a number of Budget Lines, such as the decision to allocate grants to GRAS Public Transport Enterprise, from a Budget line dedicated to financing of non-profit organizations.
GRAS received, just in the first half of 2007, almost 8,000,000 KM from the Budget, from the lines ear-marked for other purposes. (Source: Budget Execution Report for the period January 1 – June 30, 2007).
- In accordance with the Law on Free Access to Information, we ask from you as Prime Minister of the Cantonal Government, to provide urgent public explanation on the spending of the said funds, the rationale and the legal basis for the grants approved to GRAS, demand the Citizens of Sarajevo.
The group has been involved, for almost three months, in public peaceful protests to express their discontent with the work of the Government and demand resignation from Prime Minister Silajdžić. Furthermore, their demand now covers the whole Government which should resign, in their view.
- The fight for their survival in the chairs that we pay is now quite evident. We can now see the true faces of the people that were elected by the citizens and yet feel no responsibility towards those very same citizens, whatsoever, concludes the letter.
