MOF Demands Transparency in Creation of Student Parliament
The Youth Education Forum (MOF) accused the Student Union at the `Kiril and Metodij` University in Skopje (SSUKM) of neglect of the Constitutional Court ruling to delete provisions in articles 56 and 106 of the University Statute, on MOF`s initiative.
- These provisions being deleted as unconstitutional, and in accordance with the provision of the new Law on Higher Education, UKIM and the other higher education institutions are obligated to create Student Parliaments as a pluralist form of organization of students within the universities, says MOF.
MOF adds that the Draft-Statute proposed by SSUKM is very negative in terms of the regulation of the creation of Student Parliament and colides with the principles of democracy, transparency and the very essence of studen representation.
- The Draft proposes for the Student Parliament to maintain continuity with SSUKM, which practically means that SSUKM will just change its name into Studen Parliament, says MOF, adding that, - the Draft-Statute proposes a system of election of delegates instead of direct election of representatives in the Parliament, which means that the students will again be excluded from the possibility to create University policies.
That also allows to circumvent the self-organisation of informal groups of students, for example, students with special needs, students of a given ethnic background or sharing certain specific interests, and pushes to the side all other forms of civic action and association that touch on the body of student rights and interests.
The Youth Education Forum and the 11,000 students that signed the petition for creation of a Student Parliament demand to be included in the process of creation of the rules for election, functioning and overview of the work of the Student Parliament.
MOF also demands for the process of creation of rules to include as wide a circle of student organizations as possible, in order to get various opinions and views that would lead to quality solutions and creation of a proper Parliament that will allow the students to take active and direct participation and protection of their rights and interests.
