Montenegro SOS Network: A Call to All Interested Women Groups

From November 25 to December 10, 2003, women groups from Albania, Bulgaria, Montenegro, Croatia, Macedonia and Serbia will implement the first joint regional campaign "16 Days of Fight Against Violence on Women". The SOS Phone Network will carry out the campaign for Montenegro. In Montenegro, the campaign will be implemented under the title "Who is Responsible?" with the message "Violence on women is a crime. Where is the punishment?"

The main target group of the campaign will be the relevant institutions (the Parliament, the Ministry of Justice, Ministry of Labour and Social Care, Judiciary, Police, health institutions). The target group was selected on the basis of the fact that these institutions have the decisive position in the fields of improvement and implementation of the legislation and procedures which regulate the violence on women. The main activities to be implemented during the campaign include a press-conference to be held on November 25, which will be used to present the mission and the goals of the campaign, as well as to present the campaign activities.

The "Silent Witness" action will take place in Podgorica, on November 28 or 29 (the exact time and location will be known at a later date), and in Niksic on December 3, in the facilities of Zahumlje Building. For the purposes of this action, 15 white contours of women in their actual size were created, all of them carrying the slogan "Who is responsible?" in the back, and data on women victims of domestic violence on the front. Also on the front will be a list of institutions to which they appealed for help. A TV ad was produced in Croatia for this campaign and it will be aired in Montenegro during the whole course of the campaign, after the video is synchronized in our language.

The organizers of the campaign also prepared posters, postcards and leaflets (with the same layout for all the participating countries) which will carry the messages of the campaign.

The women groups which are interested in the distribution of the promotional materials in their towns and cities should phone 083 213 086, or write a message to sosnk@ch.yu. They will be able to gather the promo materials in the offices of SOS Phone Niksic, on Sunday, November 23 and Monday, November 24.
