The Government explained that the raising of the monuments was in collision with the principles of the Constitution of the Republic of Croatia and could damage the reputation and interests of Croatia, which the Government is obliged to protect.

The Government charged the implementation of the decision on the Ministries of the Interior and Environmental Protection and Spatial Planning and asked the Ministry of Justice and Ministry of Culture to prepare and submit a draft-Law on Monuments.

The Government also gave 8 days to the Ministry of Justice to prepare and submit to the Government proposal for the changes in the Criminal and Penal Code which would prohibit the promotion and appraisal of all totalitarian ideologies (fascism, communism, etc.).
